La Secretaría Nacional de Detenidos, SENDET, creada a fines de 1973, contaba con un Departamento de Inteligencia que tenía por objeto fijar las normas para realizar los interrogatorios de los detenidos y así poder determinar el grado de peligrosidad de éstos. Se mantenía una coordinación permanente con los servicios de inteligencia de las Fuerzas Armadas, Carabineros e Investigaciones, con el fin de intercambiar y mantener información del momento.
