Nació en Iowa, vivió en Chile desde los 15 años con su padre, el cual dirigía una empresa de automóviles estadounidense Fue reclutado por la CIA y formó lazos con el grupo Patria y Libertad. Se casó con la chilena Mariana Callejas. Se le sindica la autoría material en los atentados a Orlando Letelier, Ronny Moffit y Carlos Prats bajo instrucciones de la CIA y de la DINA durante la Dictadura Militar de Augusto Pinochet.
